Phil Landrum (1907-1990) was a member of the U.S. House of Representatives from Georgia’s 9th district. He served from 1953 to 1977. Born in Martin, Georgia, Landrum was a staunch segregationist and signed the “Southern Manifesto” in 1956. He later supported the Labor Management Reporting and Disclosure Act, also known as the Landrum-Griffin Act. He was the author of the Economic Opportunity Act of 1964 under President Lyndon Johnson’s War on Poverty.
